Job Description

Summary

The Program Manager is responsible for the overall management of the IDIQ contract, ensuring that all solutions and schedules are implemented effectively and efficiently. This role includes managing all aspects of contract performance, leading multidisciplinary teams, and maintaining direct communication with the Government's Contracting Officer (KO), Program Management Office (PMO), and Contracting Officer’s Representatives (CORs). The Program Manager ensures the successful execution of all technical and administrative requirements in compliance with the Performance Work Statement (PWS).

 

This position is contingent upon contract award


Responsibilities

  • Act as the principal point of contact with the KO, PMO, CORs, and other stakeholders on all contract performance matters.
  • Oversee and manage day-to-day operations of the IDIQ contract, ensuring that all technical solutions, schedules, and deliverables are implemented according to contract requirements.
  • Lead teams in analysis, design, integration, testing, documentation, implementation, and cybersecurity support for information/operational technology and telecommunications systems.
  • Develop, maintain, and update Program and Project Management Plans, including Integrated Master Schedules (IMS), to track high-level milestones and task orders.
  • Organize, direct, and coordinate planning and production of all contract support activities across multiple locations.
  • Provide detailed risk management, interface management, and performance reporting to address potential issues and deliver on contract objectives.
  • Establish and adjust corporate management structures as necessary to ensure effective support of contract requirements.
  • Ensure compliance with contract-specific deliverables as outlined in the PWS, including technical reports, assessments, and status updates.
  • Maintain effective communication and collaboration with Government personnel and other stakeholders to address concerns, resolve issues, and provide progress updates.
  • Other duties as assigned

Qualifications

  • Project or Program Management certification, such as PMP or equivalent, from an accredited institution (e.g., Defense Acquisition University or Program Management Institute).
  • Substitutes for Project or Program Management certification, such as training, degrees, or relevant experience, will be considered, provided credentials are clearly demonstrated as equivalent.
  • Five (5) years of experience in program management.
  • Ten (10) years of leadership experience in the public or private sector in engineering, IT, or consulting fields.
  • Experience with Fire Protection Control Systems (FPCS), IT acquisition processes, and associated milestones.
  • Demonstrated experience analyzing documentation and supporting the development of acquisition documentation.
  • Bachelor’s degree (BS/BA) or four (4) additional years of related experience in lieu of a degree.

Knowledge, Skills and Abilities:

 

  • Strong leadership and organizational skills to manage multidisciplinary teams and projects across multiple locations.
  • Deep understanding of IT and FPCS acquisition processes and best practices.
  • Excellent written and oral communication skills to liaise effectively with Government stakeholders and contractors.
  • Proficiency in project planning tools and techniques, including IMS development and risk management processes.
  • Strong analytical and problem-solving skills to address complex technical and programmatic challenges.

Estimated Salary/Wage

USD $100,000.00/Yr.
